Flying south for the winter? Here’s what restrictions await in popular winter travel destinations for Canadians

The spread of the Omicron variant of COVID-19 in Canada and the rest of the world does not prevent Canadians from traveling this year.

Across the country, icy birds are preparing to fly.

Global Affairs Canada has recommended that Canadians avoid non-essential travel outside the country, but international travel is still permitted. If you’re considering traveling south for the winter, here are the limitations that await you at some of the most popular holiday destinations for Canadians.

limitations: Despite record COVID-19 case numbers being recorded in recent days, Florida has fully reopened. The US Centers for Disease Control and Prevention still recommends the wearing of masks, but in Florida there is no penalty for refusing to wear masks.

travel: Since August last year, nearly all foreign travelers to the United States have had to be fully vaccinated. Beginning December 6, 2021, anyone traveling to the United States is required to show a negative polymerase chain reaction (PCR) or antigen test, which must be done 24 hours in advance They boarded their flight. There are no testing requirements for those traveling across land or sea borders, as long as they can provide proof of vaccination.

Canadians traveling to Florida should be prepared for the state’s lax COVID-19 rules


limitations: As in Florida, there are no capacity restrictions or physical distancing requirements in California. On December 15, 2021, the state set up a mask mandate for All indoor public places and workplaces. It is expected to last until February 15th.


limitations: Arizona has completely reopened. It canceled all COVID-19 restrictions on March 25, 2021.

limitations: Hawaii lifted mask requirements on May 25, 2021. The entire state has since reopened.

travel: Canadians traveling to Hawaii can bypass the state’s mandatory 10-day quarantine if they are fully vaccinated, or if they submit negative COVID-19 test results from labs designated by Air Canada or WestJet within 72 hours of leaving their flights from Canada.


limitations: Mexico uses a four-tier color-coded system to identify the restrictions that exist in each state. Currently, most of Mexico is open, while some states are designated Code Yellow, which means that some public spaces operate at reduced capacity. More information on that can be found here.

travel: Mexico has been open for non-essential travel since November last year. There are no testing requirements for crossing state borders, although travelers are required to fill out health declaration forms, which are checked upon arrival.

limitations: Wearing a mask in public is mandatory in Cuba, including when traveling on buses, in taxis and in private vehicles.

travel: Vaccinated travelers traveling to Cuba do not need to submit negative COVID-19 tests or self-isolate, but unvaccinated travelers over 12 years of age are required to show evidence of negative tests taken within 72 hours prior to entering the country. Those looking to travel to Cuba must fill out the D’Viajeros Traveler Information Portal within 72 hours before arriving in the country.

Costa Rica

limitations: Travelers need to show proof of vaccination in order to enter most non-essential places, and a 12am to 5am curfew is currently in effect. Restaurants and bars operate at 75 per cent capacity.

travel: Vaccinated travelers can visit Costa Rica without the need for negative COVID-19 test results or quarantine upon arrival. However, unvaccinated travelers must fill out HEALTH PASS forms within 72 hours of arriving at the country’s borders. Providing proof of travel insurance can cover the cost of quarantine.

Dominican Republic

limitations: Travelers need to be vaccinated in order to reach most public places outside hotels.

travel: Vaccinated travelers are not required to submit negative COVID-19 test results, but unvaccinated travelers will be required to show evidence of negative tests within three days of arrival. Regardless of vaccination status, all passengers entering and leaving Cuba are required to fill out digital forms and submit them through the e-ticketing portal either before their arrival or as soon as they reach the border.

limitations: The Bahamas has suspended mandatory PCR testing requirements for vaccinated travelers on January 7. Unvaccinated travelers must submit negative PCR results within 72 hours of arrival. Regardless of whether or not someone has been vaccinated, anyone who has resided in the Bahamas for longer than 48 hours must show evidence of a negative antigen test.
